The United States Property and Fiscal Office’s primary function is to act as the fiscal agent for the United States government within Alabama. The USPFO offices were located adjacent to the existing USPFO warehouse on an open area within the state military department complex. The site had previously been the location of a helipad. Other buildings in the area form a montage of styles with the State Military Department Headquarters building serving as the focal point. In addition to meeting functional requirements, project goals included sustaining a minimum life cycle cost, compatibility with existing construction and using natural light with connection to the outdoors. Another goal was to produce an energy efficient design through building orientation. The shading devices, insulation, tinting and highly efficient mechanical systems aided in this task. The building’s orientation attained the goals of energy efficiency and natural lighting, and use of rhythm and massing, established by the dominant State Military Department Building.
